Watermarks added as a separate layer (not flattened) can be removed cleanly. Open the PDF in Flint's editor and delete the watermark element.

Flattened watermarks are fused into the page content. Removing them requires redaction — covering the watermark with matching background — or rebuilding the underlying content.
