You live in Pages, the PDF arrived from someone in Word, and you need to edit it. Pages can open PDFs but the result is floating text boxes — not a real Pages document.
Pages and PDF: the awkward dance
Pages on macOS and iOS supports importing PDFs — but the import treats each page as an editable canvas with floating text. You can edit individual elements but you can't reflow paragraphs or use Pages' layout tools effectively.
A proper conversion gives you a real Pages document with editable paragraphs, real headings, and the layout tools working as designed.
The DOCX bridge
Convert PDF to DOCX with Flint's PDF to Word. Open the DOCX in Pages (File > Open, or double-click in Finder). Pages converts DOCX to its native format on import.
The result is a Pages document with real text and structure. From there, save as .pages for native Pages format, or keep working in DOCX format for round-tripping.

Same approach on iPad and iPhone: convert in Safari, save the DOCX to Files, tap to open in Pages. Conversion runs server-side so it doesn't drain your phone.
If you'll edit primarily on iPad, save the .pages file to iCloud Drive for sync across devices.
Round-tripping back to PDF
When you've finished editing in Pages, File > Export To > PDF. Pages produces clean, embedded-font PDFs by default. If size matters, compress the PDF afterwards.
